Regional MariNet conference was held in Kaliningrad

On July 21, regional conference of the MariNet Working Group took place in the State Technical University of Kaliningrad (STUK). During the conference, the opportunity of Kaliningrad region representatives’ participation in roadmap implementation was discussed.

Deputy Head of the MariNet Working Group, Vice-President of “Industry Investors” Group, Alexander Pinskiy who told the audience about primary objectives of National Technical Initiative (NTI), traditionally opened the conference. STUK rector, Vladimir Volkogon, and MariNet Working Group manager of NTI project office, Maxim Barkasov, welcomed audience as well.

On the panel discussion, regional representatives have discussed a set of projects to include in MariNet roadmap, main areas of Kaliningrad subgroup activity, as well as possible forms of cooperation for conference participants. Elena Romanova, expert on dealing with “Russian Export Center” JSC in Kaliningrad, has told about supportive measures in order to facilitate entering of high-technology indigenous products into the international market.

Working session of the expert group has become a centerpiece of the conference. The session has involved discussion on Developing Human Capital, as well as subgroup’s main objectives, projects’ selection and consideration mechanism have been defined. First projects on this topic have been presented by several universities: State Marine Technical University of St. Petersburg, State Technical University of Kaliningrad, Far Eastern Federal University, State Technical University of Nizhny Novgorod, as well as by private companies.

Video conference with “Sirius” education center of Sochi, established by education trust “Talent and Success” within the framework of Olympic infrastructure organized due to initiative of the President of Russian Federation, Vladimir Putin, has been completed. Within the conference, the experts of the Developing Human Capital subgroup have estimated talented students trained by “Sirius” center. In the opinion of Sergey Kozik, an associate professor of the Admiral Makarov State University of Maritime and Inland Shipping and scientific supervisor of Sirius MariNet projects, such experience can be a foundation for extensive and consistent activity in order to attract talented young people. Early reveal, development and further professional support are key success factors that facilitate our access to the future global markets.

All participants and guests of the conference have admitted the high level of event management as well as democratic and inviting atmosphere. Practice of holding such meetings among representatives of business, science, education and state development agencies facilitates popularization of National Technological Initiative and regions’ involvement. It worth to mention that one of the first MariNet regional conferences was held on the site of “Concern Morinsys-Agat” JSC in Vladivostok in December 2016.

On 8 February 2017, the mayor of Moscow Sergei Sobyanin has visited SPE Salyut JSC, a subsidiary company of Concern Morinsis-Agat JSC. The General Director- general Designer of the Concern, Georgy Antsev, told the mayor about SPE Salyut JSC performance and the Concern’s activity as a whole. He also covered the current situation of the other Concern’s subsidiary companies located in Moscow, development tendency and upcoming changes that will definitely bring positive results not only for the Concern and shipbuilding industry but also for Moscow.

The Concern is a leading organization in the Russian shipbuilding industry specialized in development and creation of information management systems. The company was founded in 1942 as a specialized design bureau of the USSR shipbuilding industry Commissariat. In accordance with a Presidential Decree 134 issued on 13.02.14, on the base of Agat Scientific Industrial Association was established an integrated structure of Concern Morinsis-Agat JSC that currently includes 17 industrial companies.

There are 7 companies located in the Moscow territory: Concern Morinsis-Agat JSC, Andreyev Acoustic Institute JSC, Design Bureau Ametist, CSRI Kurs JSC, Topaz Factory JSC, SPE Salyut JSC and Electropribor Factory JSC.

Georgy Atsev in his report briefly informed the mayor about the Concern’s key indicators of year-end 2016: manufacturing output of the subsidiary companies located in Moscow amounted to RUB11 billion, revenue amounted to RUB12 billion, the company has 4911 staff members, the average monthly wage has risen to RUB 79000. The Concern’s order book by 2020 will amount to RUB 88,6 billion.

Subsidiary companies located in Moscow territory are actively developing, investment volume in its technical retrofitting over the last 6 years totaled some RUB 10 billion. The bulk of investments are received from Federal Target Programs organized by the Ministry of Industry and Trade of the Russian Federation and in the coming years the investments allocated for these programs are about to increase up to RUB 11 billion.

In the shipbuilding industry, that is a traditionally occupied business area of the company, the Concern has become a leading enterprise, system integrator in the creation of combat information management systems in the interest of Russian Navy.

The Concern is presented as an umbrella organization specialized on information systems and technologies, as well as on system engineering of shipborne data-computing equipment.The Concern’s production is delivered to nuclear-powered submarines, combat surface ships, navy combat command posts and coastal missile systems.

SPE Salyut JSC was established in 1942. It is Russian leading company specialized in development and manufacturing of radars and radar data processing systems for navy surface ships. Overwhelming majority of indigenous combat surface ships including “Admiral Kuznetsov”, “Pyotr Velikiy”, “Admiral Nakhimov” and “Moskva” operate radars produced by SPE Salyut JSC.

SPE Salyut JSC has developed Fregat radar (MR-700) and the first integrated radar system Flag (MR-800). Fregat-class radars are mounted on antisubmarine warfare ships, missile-launching ships, patrol ships and destroyers. Flag integrated radar system is mounted on Kirov-class nuclear-powered guided-missile cruisers as well as on the “Pyotr Velikiy” battlecruiser. For the mentioned achievements SPE Salyut JSC has been awarded with the orders of October Revolution and Labor Red Banner.

The proposal on modernization of Moscow Central Circle safety system, namely alarms and warning system for pedestrian trespass on rails, has been submitted to the mayor.

Jointly with its strategic partner, Radar MMS JSC, the Concern has introduced an Intellectual City project that allows automatizing various urban activities. It includes power-saving buildings, intelligent manufacturing and storage facilities, hospitals, schools and kindergartens as well as shopping centers and special-purpose objects. The project allows improving living standards and investment climate.

Jointly with its strategic partner, Radar MMS JSC, the Concern has introduced an Intellectual City project that allows automatizing various urban activities. It includes power-saving buildings, intelligent manufacturing and storage facilities, hospitals, schools and kindergartens as well as shopping centers and special-purpose objects. Sergei Sobyanin and Georgy Antsev has discussed the problems connected with staff resources. One of the development strategic direction of the Concern is developing human capacity by applying educational program provided by the Concern’s specialized departments in Moscow Technological University MIREA, Bauman Moscow State Technical University and Moscow Power Engineering Institute. Georgy Antsev has proposed to consider along with Moscow Government the possibility of creation a staff training and retraining program in order to improve current system in the concept of multilevel continuing education “School-college-university-company” based on specialized departments in MIREA, Bauman MSTU and Moscow Power Engineering Institute.

During the visit the Cooperation Agreement between the Moscow Government and the Concern was signed. The Agreement established a creation of strategic partnership and long term, efficient and mutually beneficial cooperation in the interest of economic, social and architectural development of Moscow city, scientific and technical development, company’s production and human capacity, cooperation on preservation and development of high technology workplaces in the city, as well as using scientific and technical developments and the potential of academic schools of the Concern’s enterprises located in Moscow.

Within several years scientific and technical achievements as well as manufacturing capabilities (taking into consideration the companies located in Moscow, Nizhny Novgorod, etc.) will allow creating and implementing new integrated radar systems.

Scientific and technical potential of SPE Salyut JSC (design bureau, highly professional experts, modern facilities, etc.) nowadays allows for the implementation almost all modern technologies in order to create new integrated radar systems that ensures necessary requirements of the Russian Ministry of Defence.

Recently, the Concern works on development of integrated maritime robotic system that integrates diverse maritime robot devices in a single network to address a wide array of issues.

During the visit of mayor to SPE Salyut JSC the main topic of focus was the possible areas of cooperation between Moscow and the Concern’s subsidiary companies and its strategic partners – Radar MMS JSC and Alexeev’s Hydrofoil Design Bureau JSC. The Concern proposed ideas of improving citizen’s living conditions and urban infrastructure as well.

The proposals included a creation of monitoring system for ecologic safety of urban waterbodies. This system allows real-time monitoring of accident risks connected with maritime traffic and activity of manufacturing plants. The Concern proposed an exclusive project on protection of South Port of Moscow from the costal and water area as well as creation of medical and food cooling facilities, unique climatic test facilities based on innovative cooling technologies developed by the Concern, namely cooling technologies and cryostatting based on coolant with phased transitions and on the base of mixed vapor compression cooling machines..

During live communication with company employees, the mayor congratulated workers and all Moscow scientists on Day of Russian Science. Sergei Sobyanin pointed out that the Moscow Government annually presents rewards to the young scientists for the interesting and perspective developments and wished to see among the next-year nominees the scientists of the Concern.

Russian innovative solutions at the Vibrant Gujarat summit in India

A project of water-side protection of marine and littoral facilities was of a particular interest of Indian representatives

Indian politicians and businessmen showed interest in Russian innovative technologies that Concern Mor­inform­system-Agat JSC presented at the Vibrant Gujarat summit held from 10 to 13 January, 2017 in Gandhinagar (Gujarat, India).

A project of water-side protection of marine and littoral facilities was of a particular interest of Indian representatives. For the state with the longest coastline in the country with more than 40 ports including the only liquid chemical bulk terminal there is much concern about the critical coastal facilities protection. The basis of the protective complex pre­sented by Concern Morinformsystem-Agat JSC are unique unparalleled means of sonar protection that can not only determine the intruders whether it is boats, crafts, underwater vehicle or divers but also influence them in case of refusal to leave the protected area.

Taking into consideration the plans of Indian government on construction of several liquid and natural gas terminals, the Concern’s project on creation of robotic stations for marine infrastructure objects has good realization prospects. Information control complex that is currently being developed ensures joint group application of various robot types and is going to become the main objective of the project.

During the summit, Concern Morinformsystem-Agat JSC and its strategic partners (NPP Radar MMS JSC and Alekseev’s Design Bureau JSC) have presented joint project on deployment of intellectual traffic flow control system in Gujarat that includes highways, railways, sea and river transport routs. The system allows optimizing the state logistics network, ensures safety and traffic flow intellectual regulation with taking into consideration load and demands of the state.

Collaborative developments of JSC “Concern “Morinsis-Agat” and the Far Eastern Federal University were demonstrated at the exhibition “VUZPROMEXPO-2016”.

An autonomous hydrophysical variable buoyancy equipment sensor (ANGAPP) developed by the JSC “Concern “Morinsis-Agat” was presented at the Far Eastern Federal University (FEFU) site at the annual national exhibition “VUZPROMEXPO-2016”. The event, held in Moscow on 14-15 December 2016 is aimed primarily to demonstrate the best practices in the innovation implementation to the home industry.

JSC “Concern “Morinsis-Agat” is an industrial partner of the Far Eastern Federal University on creation of new indigenous samples of underwater robotics as a part of Federal Target Programme “Search and development in high priority fields of Russian scientific technical complex development within 2014-2020. Main cooperation fields: manufacturing of glass-metal-composite hulls for submarines and underwater vehicles based on unique spun casting technology as well as development of new materials with specific magnetic properties for using in navigation systems of marine robotics.

JSC “Concern “Morinsis-Agat” took part in the international exhibition “Zdravookhraneniye-2016”

JSC “Concern “Morinsis-Agat” took part in the 26th international exhibition “Zdravookhraneniye-2016” which took place in “Expocentre” (Moscow) from 5 to 9 December, 2016.

Participants and guests of the exhibition “Zdravookhraneniye-2016” paid special attention to health equipment of the Concern.

An increased interest was shown to the device “Onkoterm” intended for cancer treatment, and to enzyme immunodetection analyzer “Marker 450” – a tablet photometer for drug addiction detection.

As G.V.Antsev, General Director – Chief Designer and the head of the delegation of JSC “Concern “Morinsis-Agat”, noticed at the exhibition “Zdravookhraneniye-2016” that the analyzers “Marker 450” can be used in educational establishments and at the military offices assembly points to determine at an early stage the hidden drug addiction among young people, including those of military age.

After the appropriate improvements the “Marker 450” device can be used to diagnose such diseases as alcoholism, gambling addiction and obesity.

Employee of Central Scientific Research Institute “Kurs” has became a winner of «Умник» contest

Foundation for the promotion of scientific and technical field’s small business enterprise summed up the results of the competition. First category programmer engineer of Central Scientific Research Institute “Kurs”, Daniil Sergeevich Philippov, had become a winner and received a grant as part of “Simulator development for training operators of remotely controlled unmanned underwater vehicles” project.

“Умник” project envisages a grant of 2 years duration for the development of innovative projects. Daniil Philippov’s project that related to the information, control and navigation systems completely responds to the experts jury requirements, namely has technical value and industrial appliance.

Held on 9 December 2016 in Vladivostok “The Far East as Marinette priority development region” Conference gave a start to the Far Eastern subgroup of Marinette working team. Subgroup’s main objective is a promotion of innovative projects in the Far East and its incorporation in corresponding “road map” of National technology initiative. Denis Victorovich Burov, the Director of maritime innovative complex of G.I. Nevelskoi Maritime State University, and Ekaterina Borisovna Sokolova, the Development Director of Marineo LLC, have been appointed as subgroup leaders.

The meeting of active, enterprising and not indifferent to the district fate representatives of business, science, authority, private and governmental venture capital fund sectors was held at the Far Eastern JSC Concern Morinformsystem-Agat site in Far Eastern Federal University. Russian Venture Company (RVC) and Strategic Initiative Agency (SIA) were strategic partners of the meeting. Deputy head of Marinette working team, the Vice-President of Industrial Investors Group, Alexander Savelievich Pinskiy, was appointed as Conference moderator.

On the Conference, opened with plenary meeting, the First Vice-Governor of Primorsky Krai, the Director on finance, economics, business, industry, transport, road maintenance, land and property relations development, Vasiliy Ivanovich Usoltsev, welcomed the participants and noted that nowadays the most important aim is to create efficient supporting structure for innovations in the region. “We understand what to do and how to do it. It is just a matter of consolidating the efforts,” he emphasized.

General Director-Chief Designer of JSC Concern Morinformsystem-Agat, Georgy Antsev, raised a number of serious issues including the need to elaborate efficient algorithms of small, medium and large business collaboration in order to develop maritime high technologies.

Representative of the NTI project office, Alexander Alexandrovich Pavlov, described project methodology of National technology initiative including the requirements demanded of announced projects (uniqueness, export potential, presence of applicant’s corresponding assets, etc.), the way of selection, examination, approval and funding.

Members of the Conference considered a number of projects proposed to be entailed in Marinette “road map” including network of biotechnoparks deployment within the territory of Primorsky Krai and establishment of pilot zone of maritime robotics and e-navigation in Peter the Great Bay as well as development and manufacturing of miniature robotics product line on the Far Eastern factories.

Special emphasis was put on the introduction of high technology production to the international, and first of all to the Asian markets by taking participation in accelerative programs and joint technoparks.

As participants of the Conference had admitted, the region already has high-performance tools such as zones of priority development and Free port of Vladivostok that can be a base for creation of innovative ecosystem needed for realization of NTI projects.

Summing up the results of negotiations, A.S. Pinskiy had repeatedly pointed out that “the principal aim of the regional subgroup is providing help to the Far Eastern active, talented and creative groups in developing perspective projects as real successful business that is capable to provide the Russian Federation with significant share on the emerging global international markets.

Russian Far East will provide country with marine technology international market leadership

As part of the conference “Far East as a Marinette priority region of development” which will be held in Vladivostok, December 9, 2016, some large, medium and small innovative business of the Far East region will present their promising projects to expert leaders of maritime high technology field.

The event is organized by JSC “Concern “Morinsis-Agat” with its strategic partners – the Russian Venture Company (RVC) and the Agency for Strategic Initiatives (ASI).

Representatives of innovative start-ups, large industrial enterprises, medium businesses, leading scientific and educational institutions, government agencies and authorities, venture capital funds and development institutions will meet at the JSC “Concern “Morinsis-Agat” site in the Far Eastern Federal University to discuss the Far East role in implementation of the National technology initiative Marinette “road map”.

Let us recall that the National Technology Initiative (STI) is a long-term complex program of arrangement the conditions to ensure the Russian companies leadership on the new high-tech markets, that will determine the world economy structure for the next 15-20 years.

The Conference dedicated to the Marinette marine technologies market performs not only the function of STI promotion but also aims to achieve some specific practical results such as the development of a Marinette regional subgroup in the Far Eastern Federal District, the designation of the head of the subgroup and determination of the mechanism of regional subgroup projects selection and its delivery to interdepartmental working team in order to obtain further funding.

The prospects for the development of marine robotics

At the forum “Open Innovations” held in Skolkovo on October 26-28, 2016, the representatives of JSC “Concern “Morinsis-Agat” spoke about prospects for marine robotics development for the next 10-20 years.

The Concern demonstrated its achievements in the development of an integrated maritime robotic system in the National Technology Initiative showroom together with other corporate participants of the MariNet Working Group.

The most advanced marine technologies were discussed by the participants of the forum “Open Innovation” during the session – open discussion “UMS of tomorrow: on transport, in mining and in fishing industry”. The representative of JSC “Concern “Morinsis-Agat” Y.Moshnyakov talked about the possibility of maritime robotics application for maritime infrastructure facilities service, including offshore oil and gas constructions. S. Maximov from the “Tranzas” company raised a question of unmanned navigation and A.Gorlov from the Russian Academy of Sciences Institute of Oceanology spoke about the increased autonomy drones application possibilities based on renewable ocean energy sources. The discussion was moderated by A. Pinsky, the Deputy Head of the MariNet Working Group.

Also within a framework of the forum dedicated to innovative technologies, innovation support instruments and the ecosystem changes, an extended meeting of the Working Group MariNet was held. It addressed the new priority projects in the field of maritime high technology, implemented in the framework of STI, as well as issues of cooperation between the Working Group and the Innovation Funding agency, OJSC “RVC” and the Fund “Talent and success”. The meeting was chaired by S.Generalov and attended by leaders and experts from the leading industry organizations: the Ministry of Industry and Trade, Federal State Unitary Enterprise “Krylov State Research Center”, the Institute “Maritime Academy”, the Admiral Makarov State university of Maritime and Inland Shipping, the “Tranzas” company, the engineering and technical center “ScanEx”, JSC “Concern “Morinsis-Agat”, JSC “United Shipbuilding Corporation” and other companies, universities and research centers of the industry as well as the Innovation Funding agency, the Fund “Skolkovo” and the Agency for Strategic initiatives.
